About this collection

The All University Committee (AUC) is an elected governance committee of Fitchburg State University. Formerly the All College Committee (ACC), the name was changed in 2012 to reflect the University status of the institution.  The committee was founded in 1971 with the duty of policy recommendations in areas of concern to the entire college community. These areas include but are not limited to: Educational affairs (academic programs, academic courses, and admissions), Long Range Planning (academic, facilities, personnel, and finance), Finance (budget planning and expenditure), Internal (student life, evening and off campus divisions, and buildings and grounds), and External (legislation and public affairs). The committee is made up of eight members of the MSCA bargaining unit, three student representatives, and three administrative representatives.

The governance procedures for the AUC Proposals began in 1979. Proposals are submitted to the committee chair and assigned a proposal number. The committee refers the proposal to the appropriate sub-committee for review and recommendation. Upon return from the sub-committee, the AUC makes a recommendation to the university President. The President has final authority to approve or not approve the proposal. If required by the Board of Higher Education, the proposal may be forwarded for approval to the Board of Trustees.

Initially, ACC proposals were numbered continuously beginning from Academic Year 1978/79.  In 1994/95, the committee began numbering the proposals by academic year starting over with each new academic year.  To accommodate these changes and ensure easy access, proposal files are named by academic year first and then by proposal number.

The University Archives, located in the Gallucci-Cirio Library, houses the All  University Committee Records, 1966-present, and includes the committees' actions and the President's decisions.   Starting in 2008, the record keeping process changed from a paper format to an electronic format.  Proposals are now submitted electronically and all decisions are recorded in an online index.

Started in Spring 2012, this digital collection aims to provide electronic access to ACC proposals and minutes from 1978/79 thru 2007/08.  Expected to take several years, the collection will be added to continuously until completed.   The project has been completed by volunteer archivist, Elysia Hamelin, under the supervision of Special Collections Librarian, Kate Wells.  Requests for proposals not yet digitized should be made to Kate Wells, Special Collections Librarian.
